An IMCAC rating is a description of a carriers past safety performance, as it relates to other carriers transporting the same cargo. To better understand how to read an IMCAC safety performance rating, preview a sample rating. There are three components of an IMCAC Rating: 1. THE NUMERICAL RATING The IMCAC numerical rating is based on the on-road performance of a carrier, specifically: what is the carriers accident rate relative to other carriers who transport similar cargo? IMCACs numerical rating system is designed to distinguish between different levels of safety performance by motor carriers. The following numerical rating categories are used:
2. VERIFIED DESIGNATION The IMCAC numerical rating may be based upon two types of data: those that have been verified and those that have not. The carrier accident rate is calculated from information originally obtained from publicly available sources. However, because much of the information available through public sources is often out-dated and inaccurate, IMCAC strives to work with all carriers to verify and correct the data. Thus, IMCAC ratings will often have the designation Data VERIFIED, indicating that the rating is based upon more accurate and up-to-date data than available from public sources. 3. AUDITED DESIGNATION The AUDITED designation means that the carrier's management controls and recordkeeping requirements have been reviewed by a qualified, independent, IMCAC-registered, Transportation Safety Specialist (TSS), or a federal or state inspector, within the past three years. The TSS has certified to IMCAC that the carrier meets or exceeds all federal, state and local regulatory requirements, or IMCAC has accepted a federal or state level, Satisfactory audit. AUDITED carriers have also provided IMCAC with documentation of the audit results and the most up-to-date information on other carrier data, which have subsequently been verified by IMCAC. A low numerical rating, coupled with the AUDITED designation, is the most accurate and reliable rating that a carrier can receive from IMCAC. The AUDITED designation expires after three years. The IMCAC Rating is ultimately based on the on-road performance of a carrier. Accident rates are ranked for those carriers in each cargo classification. Carriers having no "at fault" accidents during the review period (which covers three years) are assigned a rating of 1 Superior Performance. Ratings of 5 Lowest Performance, are based on the natural breakpoint at the lower end of the data distribution. The remaining ratings are assigned based on a bell curve distribution of the data. Ratings are updated quarterly.
To understand how to read an IMCAC Safety Performance Rating, preview a sample rating. It is possible that a carrier does not have an IMCAC rating, but instead has the notation UNRATED. This notation may be due to a number of reasons. The most common is that there are not enough data available to make a statistically valid assessment, or the carrier may be new, or there is no publicly available information.
